Stapled title-wrappers (or perhaps issued without wrappers, as it appears complete as is); staples a little rusty (with associated tiny stains); leading edge of the first leaf slightly chipped, with a very short sealed tear; small bookseller's label at the foot of the first page; a very good copy.
The paper 'was written for and at the instance of the Civil Service Association of South Australia.... [The Association], for reasons unnecessary to enter into, considered that it would be impolitic to take the responsibility of publishing it as emanating from them'. This may account for the anonymity of the author.
