'This facsimile edition has been produced to commemorate the official opening on August 7, 1984, of Papua New Guinea's Parliament House by His Royal Highness, Prince Charles The Prince of Wales, and also to mark the centenary year since the Proclamation of British New Guinea' (limitation page).

This is a publisher's proof (number 1 of 4); the published edition was limited to 1000 copies, all edges gilt, in a slipcase. Loosely inserted is an unsigned limitation certificate for that edition.
