George Goyder's detailed proposal, dated 5 October 1868, for a Government party to complete the survey and select a site for the capital, under the terms of the public tender of 2 September (which closed on 8 October). Goyder's proposal won the day, and the acceptance letter from Chief Secretary Henry Ayers, dated 19 October, is also printed here.
