Foolscap folio, [viii], 133 pages plus 4 full-page plates of exhibits (betting slips 'found in roll of linoleum', that sort of thing).

Printed wrappers (with the full title page details repeated on the front cover); wrappers a little discoloured and very slightly chipped around the edges; small light tidemark to the top corner of the front cover and the first three leaves; small sealed tear and associated creasing to the top margin of the last five leaves and the rear cover (the latter with a small amount of infill); an excellent copy.

The allegations included that members of the Police Force deliberately 'framed' men of starting-price betting offences, gave false evidence, assaulted and unlawfully intimidated members of the public, and 'have in cases concerning betting offences improperly failed to arrest and charge the principals and important persons while arresting and charging minor persons'.
